Because they're readily available and they're mammals. Lots of rodent data is NOT applicable to humans, but science has to start somewhere. Once the rodent data is in, the data can ba analyzed and if it's promising an experiment using a human model can be designed.What is the relevance of rodent data to human health?
rats are used because they are plentiful, breed quickly and successfully, and no one feels bad about experimenting on them, as they have those icky tails. You don't see experiements on squirrels, because their fluffy little tails endear them to humans.
Because rats are (believe it or not) mammals that are so similar to humans anatomically that 99% of drugs that effective on rats will be effective on humans, too. There are always exceptions, but they are very rare indeed.

we use rats because they do not belong to unions, they do not talk back and they work for crumbs
