There are lots of great places but they are not cheap. If you do want cheap then you can look around for a room for rent.
Try: www.recycler.com It was listings that you can search for free for rentals. As far as rats go, its usually not a problem unless you go to the worst areas. You can call a local realtor to find an apartment for you and they should know the areas.
